“Marine Complexes and Systems Plus” Company was founded in December 1995 and, since its establishment, it dealt with the development, manufacturing and supply of computer systems intended for collecting, processing and displaying of radar, video and audio information in systems of monitoring the sea and land surface.
Started in 1995, the Regional Navigational Safety System for the Kola Bay was developed with direct participation of our Company’s specialists. There, the first of its kind, a Panoramic System of radar information display was put into operation.
A similar modernized VTS was established and is now in operation in the port of Arkhangelsk.
VTSs developed by our Company, their elements are used in the ports of Vladivostok, Nakhodka, Kavkaz, in Volgo-Baltiyski and Volgo-Don Canals, on board marine oil platforms in the Barentz and Caspian seas.
Starting from 1997, the Company, acting under authority of the Military Representative of the Ministry of Defence of the Russian Federation, supplies in numbers hardware and software complexes for the shore radar surveillance stations of the Federal Border Guard Service, Federal Security Service and Russian Navy.
In 2001, our Company, in co-operation with the “VNIIRA” Federal State Unitary Enterprise, Northern Navy, Arctic Regional Department of the Federal Border Guard Service and Maritime Administration of the port of Murmansk, acting under the aegis of the Federal Target Programme, developed and launched an experimental segment of the Federal Integrated Sea Surface Surveillance System (known as “Orion”).
In 2009, a new software for the VTS workstations, “PWS-9000”, was developed and approved. The “PWS-9000” System of data processing, display and registration has obtained a Type Approval Certificate issued by the Federal Service for State Supervision in the Sphere of Transport.
All equipment installed is certified by the Ministry of Transport of the Russian Federation.
The Company constantly participates in the development of new items of special technical equipment. Since the date of its establishment, the Company carried out more than 10 experimental design project works, including those known as “Polosa”, “Rubezh-PTN”, “Sopka”, “Boussole”, “Gambrinus”, “Documenting Device”, ship radar computer tailored for “Eurocard” .
In 2010, a network modification of the Radar Signal Processing Module (MORS-42B-02) Radar Server which is mounted directly into the case of the radar station, was completed.
Starting from 2011, the “Gavan” equipment for automated systems of surveillance of shore borders is being supplied.
Since 2011, the Company delivers a new modification of the AIS Receiver.
In the same year, the Company was granted its right to work with the S-63 format electronic charts in accordance with the standards of the International Hydrographic Organization (IHO).

1997: delivery of Radar Signal Processing Modules (17 sets) to the marine oil platforms owned by “Statoil” (Norway).
2000: “Atlantika” radar aid using our system of processing was mounted on the US Atlantic coast.
2010: equipment for 9 “Gambrinus” Mobile Radar Infrared Complexes delivered to Cuba.
2012: delivery of an experimental VTS to the Republic of Korea.
Starting from 1997, MC&S+ is a constant participant of the “Neva” International Maritime Exhibition held in Saint-Petersburg.
The Foundation of Assistance to the Development of Enterprise acting under the aegis of the State Douma (Parliament) of the Russian Federation awarded the Company with a “Best Taxpayer of the Year” Prize for 2010.
The Company avails of the Quality Management Certificate attesting its compliance with standards GOST RV 0015-002-2012 and GOST R ISO 9001-2015 of the Voluntary Certification System “Military Register”.
